Motorcycle Blue Book Value

Found a motorcycle but what is its value?
I found an ’08 Kawasaki 250 Ninja that has 2500 miles on it. I haven’t taken a look at it but the owner wants $2800. From the pictures it looks sharp but I’m wondering what a fair price would be for a bike like this?
I offered $2000 cash and the owner says he doesn’t negotiate over the phone and wants me to come down to have a look at it. I looked up Kelly’s Blue Book and it say its trade-in value is about $1800 depending on its condition.
Help! Thanks!
These bikes hold their value extremely well, and they are in high demand right now. Kelly Blue Book on it is $2700, and trade-in is $1800, so figure private party value is around $2250. But since the demand is high in the spring, AND the price of gas is headed for the stratosphere, a $500 premium is not out of line for this bike. Also, 2500 miles is low, so that increases the value. A 2008 250 is expected to have about 4200 miles.
Go look at the bike. If it’s cherry, offer $2300, and see if he’ll negotiate to around $2500 or so. Cherry for this is new tires, no scratches on the tank or fairing, no defects of any kind. If it’s rough, try $2000 and settle for $2200 or so. Rough is worn tires, scratches in the fairing, tank or windshield, or dents in the tank, dirty, noticeable wear on the footpegs or handgrips..
